[Evergreen-catalogers] LP #1805663 -- Bib source with can_have_copies field set to false

If you set up a bib source with the can_have_copies field set to false,
records with that bib source can still have copies -- in other words, this
doesn't work, and hasn't for quite some time.

Anyone interested in adding a little heat?
