Thanks so much for pointing out the missing data, Simone! Jason has found
the issue with the database query and we have updated the code and Festivus.

We know that we'll need to follow up on the "Create New MARC Record" menu
item. It requires a little more setup that (IIRC) intersects with the
Acquisitions work that is also being tested for 3.13, so we're planning to
come back to it once all the pieces are in place.

I've just left a comment on the bug addressing some additional
considerations with fixed fields based on Beth Willis's feedback:
