[Evergreen-catalogers] enhanced MARC editor in Evergreen 3.13

Thank you for bringing this up, Katie and Johnathon! I'm sorry it's taken
me several days to come back and look at this. Both of these are bugs, and
I think I have a fix for them. Is it all right if I copy both your comments
into a new bug report?
