Thanks for all your responses. To give context and answer Elaine's first question, our situation is similar to how Sarah explained it: as one of our special collections is dedicated to works from Prince Edward Island-based creators, our options for sources
from Z39.50 can be limited -- in the case that was brought to my attention, the only option was the provincial public library service. So as Sarah said, we're being left with no choice but to import the record with a non-OCLC TCN, which of course in this case
was a duplicate of one we already had in our catalogue.

As I really only have experience with 3.8.0, I wish I could speak more confidently about features that existed in older editions -- I have to take everyone's word about past functionality and that's a challenge when memories conflict. As I indicated in the
Launchpad report, the staff member who brought this to my attention recalls a pop-up with a checkmark box to allow for adding an alternate TCN -- perhaps that's being conflated with "Here's a flat text editor ready to go to make some quick changes", maybe
the functionality has changed repeatedly from version to version.

Hi all,

There is a global flag: cat.bib.use_id_for_tcn (Cat: Use Internal ID for
TCN Value) that will use the Evergreen Bib ID as the TCN.

Since the Evergreen bib ID must be unique, this avoids the collision issue
with duplicate TCNs; but it doesn't as far as I know prompt for alternate
TCN upon import, it just imports the record and assigns the bib ID as the
TCN.

Since it's a global flag, it also applies, well, globally - so proceed with
caution.
