    LP#1241644: Remove xact_finish IS NULL checks from CLAIMSRETURNED and LONGOVERDUE
    
    Makes open-ils.actor.user.checked_out(.count) results agree with
    open-ils.storage.actor.user.checked_out(.count) results.
