[Evergreen-dev] Feature freeze for 3.8

Hi,

As Michele noted in the release schedule update sent on 9/13, today marks
feature freeze for 3.8. At this time, please do not commit new features to
the master branch.

I would like to call upon committers to push bugfixes today, particularly
straightforward ones, in preparation for cutting the beta release tomorrow.
I plan on branching rel_3_8 tomorrow as well.
