[Evergreen-dev] Test server with updated patron interfaces

FYI, I've loaded Bill's latest efforts for
https://bugs.launchpad.net/evergreen/+bug/1904036 onto a test server with
the Concerto data set at https://terran-testbox.gapines.org/eg/staff/
(admin / demo123)

Feel free to poke at it. I'm going to put together a list of specific tasks
that need to be tested as well.
