[Evergreen-dev] Formatting Issue with 3.11 Release Notes

Hi everyone,

Not sure who has access to fix this but there's a formatting/coding issue in the 3.11 release notes in the 2.8 Miscellaneous section.  It looks like there's something missing after the UPDATE_COPY_BARCODE section as the following bullet point "Patron and staff login forms now include a button to reveal the password input. (LP#1977554)" isn't displaying properly (as well as the bullet points following that).
