[Evergreen-dev] Enabling angular linter rules -- high potential for merge conflicts

Hi developers,

A note that bug 1850473 <https://bugs.launchpad.net/evergreen/+bug/1850473> is
under review, which gets us back on track with using `ng lint`, and
includes a large number (524 files worth) of linter-related changes.
If merged, this pull request will likely cause a lot of merge conflicts.
Apologies for any and all rebases that will be needed.

Please let me know if I can help with any of that merge conflict chaos!
