[Evergreen-dev] API Deprecation notice: open-ils.circ.title_hold.is_possible open-ils.circ.holds.create[.override]

I believe open-ils.circ.title_hold.is_possible is staying, and
only open-ils.circ.holds.create[.override] is being deprecated and
removed.  Jason Stephenson said in a comment
<https://bugs.launchpad.net/evergreen/+bug/1017990/comments/8> that he
thinks title_hold.is_possible should stay, and the Hemlock mobile apps use
it, so I think so too.  (The apps use title_hold.is_possible to determine
if a title hold is possible on an item with parts.)
