[Evergreen-dev] Merge pause EOB Feb 21

Hi all,

So we can cut point releases tomorrow & Friday for 3.11 and 3.12, please
hold off on any merges after the end of the day today, February 21. I'll
update the list with the all clear when we're finished the build!
