[Evergreen-dev] How to Make an OpenSRF release

Hi, all.

I added the following page to the DokuWiki on how to build an OpenSRF 
release for 3.2.x and 3.3.x:

The above are the steps that i used for the OpenSRF 3.2.5 and 3.3.1 
releases.

At some point, we should add a new document on how to start a new series.
