[Evergreen-dev] Merge pause for backports

In preparation for building point releases 3.12.7 and 3.13.4, we're calling
for a merge pause on backporting.

Please feel free to continue to merge 3.14 features as appropriate, but
refrain from backporting any patches until the merge pause is lifted.
