[Evergreen-dev] Release of 3.14-beta Tuesday, 10/1

Hello, all.

Time has caught up with us and the release of Evergreen 3.14-beta is 
scheduled for Tuesday, October 1.

I plan to start building and testing it on the afternoon of Monday, 
September 30 in the EDT timezone.

I'm asking for a commit moratorium beginning noon EDT (16:00 UTC) on 
Monday, September 30.  Unless you hear otherwise from me, the moratorium 
is lifted at noon EDT (16:00 UTC) on Tuesday, October 1. I should have a 
rel_3_14 branch forked and available by then.

I also plan an OpenSRF 3.3.2 release to coincide with the beta. The only 
change in OpenSRF 3.3.2 will be the addition of prerequisite 
installation on Ubuntu 24.04 (Noble Numbat).
