[Evergreen-documentation] Enhanced Concerto data set documentation

Hello all,

I'm writing to let you know that I've completed a first go at documentation
on the wiki for the Enhanced Concerto data set.  You can see the main page
for that documentation at
https://wiki.evergreen-ils.org/doku.php?id=qa:enhanced_concerto. I will
note that I went with "data set" because that is how it is used elsewhere,
but believe that "dataset" is more accurate and would be very happy to
change it if there's consensus.

I've also updated the community web server page to mention the availability
of two datasets (
https://wiki.evergreen-ils.org/doku.php?id=community_servers) as well as
the Concert page (
https://wiki.evergreen-ils.org/doku.php?id=qa:concerto_logins).

Finally, a LP ticket has been created (#2068740
<https://bugs.launchpad.net/evergreen/+bug/2068740>) and mentioned in the
documentation with relation to passwords assigned to the user accounts.
