[Evergreen-general] D-Tech lockers

We have a D-Tech locker. Pretty basic SIP device, but honestly we
haven't used other SIP devices for checkout in nearly a decade. I'm not
sure if our issues are related to a fragile protocol or the device itself.

We initially had some growing pains, in that it would sometimes ignore
or miss responses from the SIP server, resulting in items getting
checked out but the locker not opening. We've also isolated it to a
machine running a hacked SIP.pm to prevent it from being able to renew,
as we've seen it perform a partial checkout of items and not open, then
when the patron tries again it tries to renew an item that they've never
actually retrieved. Our change simply returns a response that looks like
a good checkout so hopefully it processes correctly the second time.

I wrote a little Web script that performs a query of the locker's
database (MySQL) and compares that to Evergreen, so staff have a visual
of what's in the locker and what any item statuses are. D-Tech doesn't
provide anything with a quick overview of locker contents.

I can certainly help with the SIP and D-Tech config files.
