[Evergreen-general] Auto-renew and Fine Revenue

[Aubrey Area Library]

Auto-renew was actually one of the ways we sought to reduce fines. After
implementation, we saw a 50% reduction in fines. Items are set up to
auto-renew twice on a two (2) week circulation.
