[Evergreen-general] Spanish Language OPAC

We have one, but it's not perfect. (Select the language option at the
bottom of https://gapines.org)

It's on my to-do list to add translations through the admin pages to the
dropdown menus that aren't translated yet. And there are a number of things
that have open bugs that aren't translatable (like carousel titles, the
alert message at the top of the screen, etc.)

I have a locally customized translation file to pick up a lot of missing
strings - it's also on my to-do list to go through those and submit them to
the core translation file, but you know... time.
