What statistics are you worried about doubling?
Unless I'm very much mistaken, the only thing that happens when you check-in an item that is already checked in is that you update the time/date stamp on the item. (ie it'd show that user JDoe last scanned the item at such and such date and time).
If you are having issues with staff carelessly not checking items in, I think you should be able to institute a double scan procedure without effecting statistics.

Out of curiosity (and just to double-check that there isn't a lurking bug), is the double-checkin process meant to address concerns about library staff forgetting to check in the items in the first place, or is there something else going on?

A couple of our branches check everything in twice. One requires a different person to do the second check. The only problem with that occurs when the first person is looking for work to do and isn't allowed to do the second check in of the cart she checked in earlier in the day.

I agree, the same person should not do both checkins. Mistakes are more likely to be caught by a different person.

We have had some issues with items getting to the shelves and not getting checked in. We are a small library and have two pages; noRFID or automatic sorters.
We were going to add a double check to our process but not sure of the best way to do that without recording double stats.
