[Evergreen-general] Automating Antora documentation builds on GitLab

Thanks!
1. The topic crossed both documentation and development lines. I checked
the archives for the last few months of each mailing list. evergreen-dev
has averaged 8 messages / month for the past three months, and
evergreen-documentation has averaged 3 messages / month, so
evergreen-general seemed like the best chance to hit the cross-section of
people interested in documentation and development.
2. There are many potential advantages of making GitLab the primary
development repository. But it would not be required to benefit from
automating the doc builds.
