[Evergreen-general] Pre-Cat management

In PINES, libraries are responsible for cleanup and processing of precats.
Which means some libraries take care of them as soon as they are returned
and some never do. I do occasionally run reports and bug libraries about
them.

If they decide to retain the precat item, they should manually transfer the
item to a matching record and then make edits to the item attributes.
