[Evergreen-general] Localized test server for bug squashing week?

Eva,

I setup a fully cs-CZ server:

staff login:
admin/demo123

I've exposed the eg_vhost.conf file for you to compare:

It's running Evergreen main branch, no patches. It's configured to 
default cs-CZ everywhere.
