[Evergreen-general] A localized test server for the upcoming Bug Squashing Week?

Indeed, if the proposed patches are loaded somewhere else, we would 
happily test them over there (but, of course, a localized Evergreen is a 
necessary prerequisite to make this testing possible :-). We will 
definitely keep checking the spreadsheet and select the server 
accordingly :-).
