[Evergreen-general] Library Newsletter Opt-ins on Evergreen?

We've been using a stat cat for one of our libraries and it has been a bit
glitchy but it does allow us to run a report with all the yes (and blanks
because they imply yes) of the emails. This particular library is doing
less than monthly newsletters, however, so they are fine just loading a new
list of emails for each mailing.

I'm definitely going to look into the survey option though.
