[Evergreen-general] Cloudlibrary sip2 encryption

Hello, I've been asked to help setup sip2 authentication for Cloudlibrary
for one of our systems.

Does anyone have this setup currently?  Cloudlibrary setup is saying that
they don't support stunnel.  But are saying that if I send them a TLS
certificate and key they can setup something.... but cannot give me more
details than that.

So I'm assuming that they do support stunnel, but just don't know it.  And
they want me to setup my stunnel server to use PKI auth and to send them
the keys. (https://www.stunnel.org/auth.html).

But I would like to confirm this if anyone else has this setup.

Otherwise I'll look at setting up the III Patron API endpoint.
