[Evergreen-general] Evergreen 3.14 beta released

The Evergreen 3.14 release team is happy to announce that beta release is
now available!  Release notes are available here:

Thanks to all the developers, documentors, testers, and translators for
your contributions! The release team would like to send a special thanks to
Blake Graham-Henderson for stepping in to assist with the final steps.

The moratorium on merging to main is now lifted. Translators are encouraged
to continue their work on any untranslated strings.

We look forward to kicking the tires during next week's Feedback Fest!
