[Evergreen-governance-l] Handouts and PPT

Hi Elizabeth:

As of this morning, the most recent versions of the SFC agreement and
the Rules of Governance are linked from that page.

I have also moved all of the historical drafts and "resources" content
from that page to a linked archive page, which reduces the clutter
significantly.
