[evergreen-outreach] very alpha version of report

Just getting to this, since I was on vacation until yesterday.  It's
looking good!

If you're not ready for proofreading, feel free to ignore the below:
-I noticed that in the Forest Growth section, Ozark Regional is misspelled
as Ozard
-Also in Forest Growth, NC Cardinal actually added 3 library systems in
2019: Halifax County, Braswell Memorial and Harold D. Cooley, and Madison
County
-It would be nice if the 3.4 release description had a little more room
between it and the sidebar, like on the 3.3 side (also, I agree with Andrea
about the sidebar language)
