[evergreen-outreach] insane outreach project idea

And to inject a Board note: we have the financial wherewithal nowadays that
this need not be done strictly as a volunteer effort - in other words, if
the services of a professional web designer or Wordpress wrangler would
help, I expect that a budget request from Outreach would be given a serious
hearing.

I do think that it would be important that the end result continue to be
/maintainable/ as a volunteer effort.
