[evergreen-outreach] Community Spotlight Nomination Form revision

I just noticed that the Community Spotlight Nomination Form

says " The Outreach Committee will pick one person per month to
acknowledge."

I guess that should be updated to reflect the new quarterly spotlight
schedule. :)
