[evergreen-outreach] VPAT / ACR - final report on OPAC accessibility issues

Good afternoon, everyone! Galen sent the final VPAT / ACR document to me
and Ruth, and I did not immediately notice that it hadn't gone to the whole
group. My apologies! It's attached. This should go on the website
somewhere--preferably on a static page rather than as part of a news item.

It occurs to me that we don't have an accessibility statement for the
project, and we should. Here's some background:

I can work on this after the holidays. I will also go through the issues
listed in the report and turn them all into Launchpad bugs, or match them
up with existing bugs if I can.
