[evergreen-outreach] progress draft

This isn't a version 1.0 yet but shows some progress.

A lot of the text is currently set to one that is supposed to be good for
readability but I can't say it is very attractive.  Since I'm trying to
keep text at 16pt it may not as important but it was an experiment.

I haven't put the new mission text in yet.

The New Seeds Planted is the page I"m most happy with in terms of what I'd
like the report to look like.  We have a way to goes towards our goal of
"more pretty less wordy" though last year's was better than the year before
and this one is better than last year's.

The Elaine and Amy pages definitely need to be a bit more attractive in
terms of layout.

I'm happy enough just using the charts for commits that I'm not planning on
returning to those.

3.9 & 3.10 pages haven't had any layout work yet.

I spent a lot of time on the Hack-A-Way and Conference page and still don't
like it.  I'd do something more with pictures but we don't have any worth
printing from those events.  Even most of the streams are screens of the
slides not people.

Credits is lacking layout and content.

The back cover needs a new layout too.
