[evergreen-outreach] support page

I've started moving over content for the vendors and related information
here: https://evergreen-ils.org/?page_id=8780&preview=true

It is saved as a draft, not published with a linked (also in draft) FAQ.

I still think the compatible products should go on the web page but am
contemplating two things:

1) if we should wait until we can do an updated survey to move it over and
2) What is the most natural place for it on the web site? I initially was
thinking off the support page but now find myself second guessing that.
