[evergreen-outreach] annual report draft

No, those were SVG graphics and I'm thinking the layout program doesn't
grok something in the SVG - either that or the Google export of the SVGs
has some flaw. I'm leaning towards layout software issue though.  We're
going to replace them with another graphic format.

Interest group info added and caps fixed.
