[Evergreen-reports] Holds with no possible copies available

Hi, John,
We (the CW MARS consortium) contracted with Equinox (starting in 2019) to
make a solution for this situation, which has been named "Hopeless Holds".
It looks like the coding was pushed to master on September 15
<https://bugs.launchpad.net/evergreen/+bug/1811710>, so you should see it
with the 3.4 release.
Apologies if this is all information that you knew, but I'm hoping it might
save you headaches of working through reports.
