[Evergreen-reports] Report for Pending Users - is this even possible?

Hi all! I work with 14 libraries in my system. Sometimes users submit requests online for library cards, and the library staff don't always catch them in a timely manner.  I was wondering if there was a way to create a report to pull the details of pending users at each library - currently I have to log in to each individual library to view these in the Circulations tab, being able to run a single report for all 14 libraries would be a big time-saver. I've done some digging but I haven't been very fruitful so far, it seems that since they aren't registered users yet that they probably won't show up under the User source.
