[Evergreen-reports] Record Bucket Options in Angular Reports

Hi All,

I'm testing the record bucket options in Angular reports, and I noticed
that if I try to run a report from a template that was previously created,
the options are grayed out even when I do have the record ID column
displayed. The templates I was testing were created this year, so it
doesn't appear to be a XUL problem. If I create a new template, this area
is not grayed out, and I'm able to create buckets.

I'm not able to test this on a community server, so I was wondering if
anyone else has experienced this issue. If so, I can submit a bug report.
