[OPEN-ILS-DEV] Is router_config.xml obsolete?

All of the C-based modules now read their config info from
opensrf_core.xml.  router_config.xml is now obsoleted.

Config file breakdown:

bootstrap.conf - Perl bootstrap config
opensrf_core.xml - C modules bootstrap config + router and chopchop config.
  - The eventual plan is for a unified bootstrap config layout so Perl and C
(and others) can share
openils.xml - Global application config file
