[OPEN-ILS-DEV] thoughts on patches

To streamline the process of patch submission and review, I'd like to
propose that patches be sent in new emails with the subject line

PATCH: <quick summary>

or some derivitive thereof.  I fear patches getting lost at the tail of long
threads of discussion, etc.

It's possible someone proposed a similar plan already and I missed it.  If
so, point me at it, please. :)

Also, as many eyes as we can get on a patch, and discussion where necessary,
the faster the process for patch inclusion.  I encourage all interested
community members to help in the patch review process, keeping in mind that
some patches will be as simple as fixing a typo.  This will be beneficial
all around.
