[OPEN-ILS-DEV] Additional component for Bugzilla

Could someone create an additional component in Bugzilla for build
infrastructure related bugs?

Right now I had to file two bug reports against Evergreen/Middle Layer since
it looked the least bad choice.

#546 and #547 could then be reassigned to the Evergreen/Build Infrastructure
component. Would also mean that future issues about building Evergreen can be
logged there too.
