[OPEN-ILS-DEV] permission issue on cgi files

Hi

It is no problem when I browser http://eg-server. But when  I try to access
cgi files, I got error:

Forbidden

You don't have permission to access /cgi-bin/config.cgi on this server.

===============
(Same with other cgi files)

Just  guess something related to perl. But do not know how to fix it. Any
help?
