[OPEN-ILS-DEV] PATCH: Fix offline i18n warnings

Many thanks the Jason, Mike, and Bill, who all helped debug the
problems in the offline circ i18n patch I submitted a couple of days
back.

Here are the pertinent corrections, + the circ.properties file that
actually holds the i18n strings.

Moral of the story: be very wary of coding past midnight :)
