[OPEN-ILS-DEV] Evergreen Perl module package declarations

Thanks Bill - I was skipping that step and assumed that "make config"
only created a config file
 
I'll actually run the step in the build now

1.0.6.3 but is still referenced on line 165 in Open-ILS/src/Makefile in
the ILS trunk...



setup.pl is generated by config.sh when you run "make config" on the
top-level makefile.
