Heh ... I was just wrong.  :P

Most of the logic moved server-side, but the URL building and whatnot
lives in this file.  Sorry for the confusion.  ...  of course, that
leads me to ask: what do you want stubbed? It's there in CVS and gets
installed with the rest of the common JS stuff, IIUC.
