[OPEN-ILS-DEV] PATCH: oils_idl.h, oils_idl-core.c (mostly const-correctness)

In these patches:

1. I made the idlDoc and idlHash variables static at file scope
instead of global.  No other source file references them.

2. I added "void" as the parameter list of oilsIDL(), so that the
header will provide a prototype rather than a mere declaration.

3. I added the const qualifier to a number of parameters.
