[OPEN-ILS-DEV] problem logging in as admin

Actually, no, I changed every instance of string <language>perl</language>
to <language>Pg</language>.  I wish I could blame this on lack of sleep, but
I think it's just sheer boneheadedness that's the culprit.  I will fix and
report back.
