[OPEN-ILS-DEV] Working on OpenSRF perl libs

Just wanted to let everybody know that I'm working on getting
OpenSRF's perl bits into a state where the installation system can run
a standard Perl build on them. The end goal is to have them installed
to @INC with no human intervention and no twaddling the rest of the
tree. I am naively going to say that this shouldn't be terribly
difficult, and thus the work should be completed soon -- and we get
the beginnings of a test suite (for the perl modules) as a free bonus!

P.S. I'm working in a branch, so have no fear of breakage if you're
tracking trunk.
