[OPEN-ILS-DEV] User permissions error

Also on the bootstrap when I'm trying to change the permissions back I
either get garbled output in my browser or nothing at all. I have to click
the back button to get back to the bootstrap but the permissions aren't
saved. Don't know if this helps but I just wanted to update.
