[OPEN-ILS-DEV] User permissions error

I could still use some advice about how to get this issue fixed soon. I just
started the testing phase with staff here and now they can't register
patrons so they aren't getting the entire experience and therefore not
getting to test everything appropriately. Any help would be greatly
appreciated.
