I can add the group_application.user.patron to Local.System Administrator but not the circ group I created...
How come!

As expected it looks like a permission/depth issue but I'd love some direction.

Wild.  I would try tailing the apache error logs and see if anything
interesting shows up there.  Then the logs in /openils/var/logs
